Appropriations Act Language
Funding language separated from authorization language.
Purpose.
This language provides appropriations categories for carrying out the ANCHOR America Act. Authorization language and appropriations language should remain separate unless counsel directs otherwise.
Funding categories.

| National Office | Staff, standards, legal coordination, accessibility, public tools, reporting, technical assistance. |
| State planning grants | Needs assessment, resource inventory, state implementation plan, language access plan, and service-gap baseline. |
| Implementation grants | State hubs, regional docks, navigator training, public education, local partnerships, and direct routing systems. |
| Technology and accessibility | Access Passport, CARD, MICA, Resource Graph, cybersecurity, Section 508 review, and low-bandwidth access. |
| Research and evaluation | Service-gap analysis, privacy-preserving reports, lived-experience evaluation, rural access review, and annual reporting. |
Availability.
Amounts should remain available until expended where long-term technology, grants, and evaluation work require multi-year execution.
