National Implementation Plan

Phase structure.

Implementation proceeds through national foundation, state planning, regional dock setup, public tool launch, professional training, resource graph maintenance, quality review, and annual reporting.

State hub duties.

Each state hub maintains the state page, localized resource data, public contacts, direct routing targets, training plan, language access plan, and service-gap reports.

Regional docks.

Docks should be co-located with existing trusted infrastructure where possible to reduce cost and improve access.
